Isibani is appointed by the National Department of Health to serve as one of the Sub-Recipients (SRs) for the GLOBAL FUND TB/HIV Program (GC7) in Ekurhuleni district (Gauteng Province), King Cetshwayo and UGU health districts (Kwa-Zulu Natal Province), from 01 October 2025 to 31 March 2028.
Isibani seeks to appoint two GIS Officers to be seconded to both the National Department of Health Global Fund Program Management Unit and the Centre for Tuberculosis at the National Institute for Communicable Diseases, A Division of the National Health Laboratory Service.
Job Overview:
The Geographical Information Systems (GIS) Officers will integrate spatial data and analytics to enhance TB surveillance, intervention planning, and resource allocation through the development of TB hotspot maps in communities and facilities. The successful candidates will be seconded to both the National Department of Health Global Fund Program Management Unit and the Centre for Tuberculosis at the National Institute for Communicable Diseases, A Division of the National Health Laboratory Service, to assist with mapping of TB hotspot areas with the goal of finding missing people with TB in 52 districts of South Africa. In addition, the successful candidates will support six Sub-Recipients appointed by NDoH and assist with developing enhanced TB surveillance reports, including geospatial analysis of TB burden and incidence using facility-level laboratory data to identify TB hotspot areas for effective resource allocation and targeted TB interventions.
Key Responsibilities Include:
- Use GIS data to identify TB hotspots for targeted screening and resource allocation.
- Standardize procedures and methods for GIS analysis.
- Ensure the integrity, security, and effective performance of the GIS Program within the grant.
- Develop a Local Spatial Data Infrastructure (SDI) for the Grant incorporative of all data management protocols, analysis techniques and methods, Metadata principles and the generation of ad-hoc custom maps.
- Develop GIS applications and web apps in ArcGIS/QGIS in support the Grant goals; coordinates and prioritizes plans for development to assure GIS program meets objectives; evaluates trends, anticipates problems, and reports on performance and status of GIS projects.
- Oversee the maintenance of all program geographic data; determine and establish quality control standards for GIS data layers to reduce system errors and enhance system functionality and stability.
- Coordinate special GIS related projects with all partners and stakeholders.
- Develop and update a geospatial database for storage, manipulation, and representation of program Aerial Imagery; provide continuous analysis on most suitable sensors to be used for the Program.
- Developing and preparing presentation and reports of GIS data and information using spatial data workflow models to inform and update relevant working streams in the grant.
- Facilitate program seminars on recent advancements, data format updates and any further changes within the GIS field.
Qualification and Experience
- NQF level 7 qualification in GIS/Geography/Environmental Science.
- A Master’s in Public Health with GIS background will be an added advantage.
- At least 3 years’ experience in GIS mapping.
- Demonstrated experience and sound knowledge in GIS mapping/hotspots mapping.
- Experience of working in donor funded projects will be an added advantage.
- Good understanding of DOH information management systems would be advantageous (knowledge in using District Health Information System (DHIS), Tier.Net and Electronic Drug Resistance Register (EDRWEB)
- Knowledge of the South African health system architecture (provincial, district, sub-district, and facility levels).
Required Knowledge, skills and abilities
- Excellent report writing and presentation skills.
- Good interpersonal skills.
- A valid South African Drivers’ license.
- Computer literacy and ability to work on different Microsoft packages (Word, Excel, Outlook Express, PowerPoint, etc.
